If she refuses to send it out and does not refund then open a non receipt of item 3 days after the expected day of arrival by going to More Actions to the right of the item and then Resolve a Problem.
Esculate the case after 8 days.
If the seller can not prove by a tracked method of posting that you have your item you will win a dispute and get your fees back of item and postage.
After it is all sorted leave appropriate feedback and dsr's.
