Free kick outside the penalty area
• all opponents must be at least 9.15 m (10 yds) from the ball until it is in
play
• the ball is in play when it is kicked and moves
• the free kick is taken from the place where the infringement occurred or
from the position of the ball when the infringement occurred (according to
the infringement)

Infringements and sanctions
If, when a free kick is taken, an opponent is closer to the ball than the required
distance:
• the kick is retaken

按这条规定，防守方必须退到10码外，如果没退够距离，攻方就开球，算不算违例？

按规则字面理解，一是要求罚任意球必须守方退出10码，二是如果未退出10码就罚了则重罚。
但是这仅是字面意思，国际足联还有一个大的原则，叫鼓励进攻。虽然没找到文字规定，但是估计这个原则会对具体判罚做出指导，可能体现为有利攻方的判罚尺度。比如守方违规，攻方获利或未受损，则有效；守方违规，攻防受损，则重新罚。
