This and some other quest are making a big problem right now. The problem is that the Object the we must use "Master Survayor" can be used by one player at a time.... and there are about 300+ people near it trying to use it. With the lag and this much players its imposible to do. Not to mention that thanks to that people cant progress and more and more people are getting to that quest making the problem even worse....
