As you can see from the image above, Tekken 3 has both JAMMA and JVS connectors.

As well as the standard 56P JAMMA edge connector, Tekken 3 features a 48P extension edge connector.
The extension connector features stereo output and button 3 and 4 output for player controls.
As you can see from my board, you can simply solder the connection from the extension back to the standard JAMMA connector to enable the extra buttons (should you not have a JVS cabinet).

From left to right, the JVS connector features:

DC power connector Standard I/O connector This handles the player controls as well as the LED display data for the Cyber Lead cabinet. As I have found though that you need something newer than Revision B for your Cyber Lead I/O board; I can confirm that Rev. D works okay. Audio output connector 2
This can output to the stereo output on the NTSC board (optional). Audio output connector 1
This outputs to the cabinets amp. Video output connector 2
Outputs picture to the S-Video out on the NTSC board (optional). Video output connector 1
Outputs to the cabinet monitor. DC power connection
