He mentioned it publicly and in his biography. He believed Apple already had the perfect format. According to his own words, the company worked for years on finding just the right ratio, and they found that 3.5 inches was the optimal and most comfortable size. The one and only size. He even joked that 4-inch Android phones looked like skateboards.
Apple under Jobs was exceptional at delivering products that were just the right balance of features, design, and price to become ubiquitous. As a result it's tempting to look at Jobs' public statements to try to see what else he predicted or when he was wrong. But Jobs' incentive when making such statements was never to be right; it was to promote his company. If Apple wasn't in a certain product category, his role as CEO was to say -- at least publicly -- that product category was unnecessary, bad, and doomed to failure. Even if Apple planned to enter that category, remember that Apple was/is notoriously secretive; it hardly ever hints at roadmaps for future products. Jobs' public statements should be interpreted as what they likely were intended to be: marketing.
